Writ Petition filed under Section Article 226 of the Constitution of India praying Writ of Mandamus, directing the respondent to issue E-Pass in petitioner applications dated 19.06.2020 and 23.06.2020, in line with the direction issued by the Tamilnadu Animal Welfare Board (Animal Husbandary and veterinary services) in Letter Roc No.22966/TNA WB 2020 dated . 06.2020 to transport food and medicine to the animal shelter in Sulerikadu/Thiruporur block/Chengalpattu District. This matter is taken up for hearing through VideoConferencing mode.

2. This writ petition is filed seeking for a mandamus directing the respondent to issue E-Pass in petitioner applications dated 19.06.2020 and 23.06.2020, in line with the direction issued by the Tamilnadu Animal Welfare Board (Animal Husbandary and veterinary services) in Letter Roc No.22966/TNA WB 2020 dated .06.2020 to transport food and medicine to the animal shelter in Sulerikadu/Thiruporur block/Chengalpattu District.

3. The grievance of the petitioner is that when he made an application to issue E-pass to transport food and medicine to the animal shelter in Sulerikadu, Thiruporur block, Chengalpattu District, the E-pass was issued only to Chennai District and not to Chengalpattu District. Therefore, it is contended that it was wrongly issued for Chennai District instead of Chengalpattu District.

4. The learned Additional Government Pleader for the respondents fairly submitted that if the petitioner makes a fresh application for issuing E-pass for transporting food and medicine to the animal shelter in Sulerikadu, Thiruporur block, Chengalpattu District, the same will be considered and appropriate orders will be passed by the fourth respondent.

5. Considering the abovestated facts and circumstances, this writ petition is disposed of, by permitting the petitioner to file fresh application for issuing E-pass before the fourth respondent and the fourth respondent shall consider the said application and issue appropriate E-pass, going by the nature and purpose of request made by the petitioner.
