This Writ Petition has been filed for issuance of Writ of Certiorarified Mandamus, to call for the records pertaining to the impugned order in Letter No.E-150305/R3/ 2024 dated 06.02.2025 passed by the 4th respondent and quash the same, consequently direct the
4th respondent to grant 28 days of ordinary leave to petitioner's son namely Murali, S/o.Jayapal.
2.Learned counsel for the petitioner submitted that a representation dated 18.06.2024 was submitted to the respondents seeking for grant of 28 days ordinary leave to the petitioner's son. The same was rejected by the 4th respondent vide impugned Letter No.E-150305/R3/2024 dated 06.02.2025. Hence the petitioner is before this Court.

Learned Additional Public Prosecutor submitted that the leave request of the petitioner was rejected by the Police Inspector of T10, Thirumullaivoyal Police Station, Chennai 600 002 vide ROVLR/605/2024/CAMPA dated 08.10.2024. Hence, the impugned Letter No.E-150305/R3/2024 dated 06.02.2025 was passed rejecting his request.
4. Though the representation of the petitioner was rejected vide impugned impugned Letter No.E-150305/R3/2024 dated 06.02.2025, we are inclined to grant 28 days ordinary leave to the convict prisoner.
5. This Writ Petition stands allowed accordingly. The impugned
proceedings impugned Letter No.E-150305/R3/2024 dated 06.02.2025, passed by 4th respondent is hereby set aside. Consequently, there shall be a direction to the 4th respondent herein, to grant 28 days ordinary leave "without escort" to the life convict viz. Murali, S/o. Jayapal, aged about 38 years, Convict No.3819, lodged in Central Prison, Vellore, commencing from 30.08.2025 to 26.09.2025, with a condition that the life convict shall report before the jurisdictional Police i.e. Thirumullaivoyal Police Station, Chennai, daily at 10.30 a.m. After expiry of the Ordinary Leave, the life convict shall surrender before the Jail Authority on 27.09.2025 before 10.00 a.m. The prisoner shall utilize the leave only for the purpose for which it has been granted and shall not indulge in any other activities.
