For R10 : Mr.V.Raghavachari Senior Counsel For Mr.S.Sithirai Anandan COMMON JUDGMENT [Judgment was delivered by S.M.SUBRAMANIAM, J.] The issues relating to these batch of writ appeals were considered by this Court in an order passed in Review Application No.214 of 2025 dated 14.10.2025. This Court formed an opinion that the writ petitions and writ appeals ought not to have been rejected on the ground of delay and latches, since the District Collector, Tiruvallur appointed a District Level Committee to conduct an inquiry and accordingly an inquiry was conducted and a final report was submitted in the year 2011.
2. The writ petitions have filed in the year 2011, 2012 and 2013. Therefore, the issues raised between the parties ought to have been considered on merits. However, considering the length of time, this Court has already directed the Commissioner of Land Administration to conduct a detailed inquiry to ascertain the genuinity of the transactions, issuance of orders, etc., and take a decision on merits and in accordance with law by affording opportunity to all the parties.
3. The Commissioner of Land Administration was directed to complete the exercise within a period of six months from the date of receipt of a copy of this order. In view of the said order passed in Review Application supra, the present Writ Appeals are allowed by setting aside the orders in W.P.Nos.7084, 8020, 8031 to 8033, 8332, 8333, 8335 to 8338, 8394, 8421, 8422, 8423, 8499, 9202 and 14586 of 2011 and 26731 to 26733, 26735, 5664 of 2012 and 3138 of 2013. Consequently, the Writ Petition in W.P.No.12704 of 2019 also stands allowed. The connected Miscellaneous Petitions, if any, stands closed. There shall be no order as to costs.
