COMMON ORDER [Order of the Court was made by M.SUNDAR, J.,] This order has to be read in continuation of and in conjunction with earlier proceedings made in the previous listing on 03.06.2025, which reads as follows:

(Order of the Court was made by M.SUNDAR, J.) Subject matter of captioned writ petitions is issue of free house site pattas vide G.O.97, Revenue and Disaster Management Department dated 21.02.2025.

At this juncture, we do not express any opinion on the locus of the writ petitioner but when we wanted to know from the learned State counsel about any proceedings qua issue of free house site patta, learned State counsel submitted that seemingly some orders have been made and sought time to get further instructions and revert to this Court.

2. Today, learned counsel for the writ petitioners, Mr.M.S.Arasa Kumar, learned Government Advocate for R1 to R4 and Mr.T.K.Saravanan, learned Additional Government Pleader for R5 are before us. Learned State counsel adverting to our earlier proceedings dated 03.06.2025 has produced proceedings made by R2 (Revenue Divisional Officer, Cuddalore) in May of 2025 bearing reference e/f/vz;/M1-869?9-2025 wherein and whereby all the applications for issue of free house site pattas have been rejected.
3. To be noted, Mr.R.Rajavelavan, learned counsel for writ petitioners had the benefit of perusing the order. We leave open the question of locus so that it can be considered if similar circumstances unfurl and if a contest becomes imperative.
