This matter came up for consideration before this court on 01.07.2025. As there was no representation for the petitioner, the same was directed to be listed under the caption "For Dismissal".

2. Today, inspite of the matter being listed under the caption "For Dismissal", there is no representation for the petitioner. In the circumstances, this court is left with no other option except to dismiss the writ petition for non-prosecution.

3. Be that as it may, the petitioner is aged 74 years, who retired from service as early as on 30.06.1998, submitted a representation dated 11.11.2014, i.e., after a lapse of about 16 years, and then came forward to file the present writ petition in the year 2015. Thus, there is an inordinate delay of 17 years in making a claim for promotion with retrospective effect to the post of 'Head Master'. In view of the same, this writ petition is also liable to be dismissed on the ground of delay and laches.

4. Accordingly, this writ petition is dismissed for non-prosecution as well as on the ground of delay and laches. No costs. Connected miscellaneous petitions, if any, shall stand closed.
