..Respondent(s) Writ petition filed under Article 226 of the Constitution of India seeking for a writ of Certiorarified Mandamus Calling for the records of the 4th respondent pertaining to the proceedings in No. 1023/TOV/A3/Certificates / 2026 dated 26.02.2026 and the consequential order passed by the 3rd respondent in proceedings No.841/DCRS/B7/Cert-Appeal/2026 dated 06.03.2026 quash the same as illegal, arbitrary and without jurisdiction and consequently direct the 1st, 3rd and 4th respondents to issue a Scheduled Caste Community Certificate to the petitioner based on his mother's origin under the constitution (Pondicherry) Scheduled Castes Order, 1964 within a time frame to be fixed by this court For Petitioner(s):

ORDER

(Order of the Court was made by G.R.Swaminathan J.) Heard both sides.

2. The petitioner seeks issuance of Community Certificate based on his mother's origin at Puducherry.

3.We direct the respondents to issue the certificate. It is needless to mention that such certificate can be issued with a rider. Merely because such a rider has been incorporated, the authorities will not decline to treat it as a proper Community Certificate.

4.This writ petition is disposed of. No costs. Consequently, connected miscellaneous petition is closed.
