Leave has been sought by the applicant since the order under challenge is adverse to the applicant and that too the applicant was not made a party to the writ petitions.

Therefore, it became necessary to challenge the order of the learned Single Judge.

For the reasons mentioned in the affidavit filed in support of the petitions, the applications seeking leave are allowed.
