By consent, the writ petition itself is taken up for final disposal.

2.The deponent of the affidavit filed in support of the petition, would state that the petitioner-College was established in the year 2007 offering B.Ed. Course with an annual intake of 100 students, and necessary recognition was also obtained from the National Council for Teacher Education (NCTE) and Tamil Nadu Teachers Education University.

3.The petitioner would state that as per the present norms of the NCTE, for increasing the intake of existing courses and for starting new course, the existing B.Ed. Colleges have to fulfill the following norms apart from the infrastructural/instructional and financial capacity:- (a) Institution offering teacher education programme for a minimum period of five academic years.

(b) Being affiliated to a University.

(c) Having applied for accreditation from NAAC or any other accrediting agency approved by NCTE. (d) No Objection Certificate from affiliating Body.

4.The petitioner would further state that as per the norms, the petitioner-College is also eligible to apply for M.Ed. Course for the academic year 2015-2016 and it is also having all infrastructures, etc., to start the said Course except the No Objection Certificate of the affiliating body viz. the first respondent. The petitioner in this regard, submitted an application dated 11.6.2015, to the first respondent for grant of No Objection Certificate by enclosing necessary documents and the last date for submission of application to start M.Ed. Course for the academic year 2016-2017, is 30.6.2015, and taking into consideration the fact that the petitioner is having all facilities and infrastructures, the first respondent may be directed to pass appropriate orders. 5.The Court heard the submissions of Mr.Kandhan Duraisami, learned Counsel appearing for the petitioner, Mr.U.Venkadesan, learned Counsel, who accepted notice for the first respondent, and Mr.K.Ramakrishna Reddy, learned Counsel, who accepted notice for the second respondent.

6.This Court in similar facts and circumstances, vide order dated 3.6.2015, made in W.P.No.15617/2015, has directed the first respondent to consider the application and give a disposal within a stipulated time.

7.This Court, in the light of the above facts and circumstances, taking into consideration the limited scope of prayer sought for by the petitioner, directs the first respondent to consider and dispose of the petitioner's application dated 11.6.2015, in accordance with law, on or before 28.6.2015, and communicate the decision taken, to the petitioner immediately thereafter.
