2. The petitioner seeks for a mandamus directing the third respondent to dispose of the petitioner's application vide No. PEMRD0000161431 dated 22.01.2020 on merits and grant the residence certificate within a time frame fixed by this Court.

3. Heard both sides.

4. It is stated by the learned counsel for the petitioner that the petitioner is a permanent resident of Mahe and the third respondent is the competent authority for issuance of the residence certificate. It is further stated that the petitioner made an application for issuance of the residence certificate before the third respondent on 22.01.2020 and the said application is not considered so far.

5. This Court, at this stage, is not expressing any view on the merits of the claim made by the petitioner, as it is for the third respondent to consider and decide. Accordingly, this writ petition is disposed of with a direction to the third respondent to consider the application of the petitioner for the issuance of the residence certificate and pass orders on the same on merits and in accordance with law within a period of four weeks from the date of receipt of a copy of this order. No costs.
