This Writ Petition has been filed challenging the Proceedings in Letter No.13214/M1/2013-2 dated 04.04.2014 of the 1st respondent addressed to the petitioner Sangam and to quash the same.

Heard the learned Counsel for the petitioner and the learned Special Government Pleader who takes notice for the respondents.

At the outset, a perusal of the impugned order dated 4.4.2014 of the 1st respondent reveals that since the petitioner Sangam has not submitted the Annual Report within a prescribed time, it was removed from the Registrar of the 3rd respondent and the petitioner Sangam has not taken any steps against the said order and having slept over the matter for the past 11 years, approached the 1st respondent only on 3.12.2012. Therefore, the impugned order came to be passed by the 1st respondent finding that there was a huge delay of 11 years which was also not explained properly with sufficient cause. That apart, after the impugned order dated 4.4.2014 was passed, again, the petitioner Sangam slept over this matter for a further period of four more years that shows that the petitioner is a habitual late comer. Therefore, the present Writ Petition is liable to be dismissed only on the ground of laches.

In the result, the Writ Petition fails and the same is accordingly dismissed. No costs. Consequently, connected Miscellaneous Petitions are closed.
