Writ Petition filed under Article 226 of the Constitution of India praying to issue a Writ of Certiorarified Mandamus, calling for the records of the fourth respondent herein in relation to the on-line transfer application form with respect to the column for order of priority 'station seniority' published in the official website of the second respondent, quash the same and consequently direct the respondents to conduct the transfer counselling based upon the G.O.Ms.No.556
dated 9.8.2018 by following only the seniority based upon the date of first appointment to the Cuddalore District and not station seniority by preparing a combined seniority for science subjects.

The grievances of the writ petitioners in the present case are that the policy decision is taken with regard to the redeployment-cum-transfer counselling and as such, the writ petitioners made a prayer not to disturb them and as such allow the writ petitioners to participate in the selection process based on the seniority in the District not in the station concerned.
2. The learned Additional Government Pleader, appearing on behalf of the respondents, made a submission that no counselling was conducted and therefore, there is no cause for the writ petitioners to sustain the present writ petition.
3. In view of the fact that no counselling has been conducted in respect of the redeployment-cum-transfer, this Court is of an opinion that the writ petitioners cannot be construed as aggrieved persons.
4. As of now, no action has been initiated against the writ petitioners. If at all, any order is passed in this regard, the writ petitioners are at liberty to approach the competent authority.
5. With the above observations, the writ petition stands dismissed. However, there shall be no order as to costs. Consequently, connected miscellaneous petition is also dismissed. Sd/- Assistant Registrar(CS-III) //True copy// Sub Assistant Registrar Svn
