The petitioner submitted application for issuance of a Community Certificate on 24 April, 2017. The acknowledgment given by the Revenue Divisional Officer, Egmore indicates the receipt of application dated 24 April, 2017.
2. We direct the Revenue Divisional Officer, Egmore, third respondent herein to consider and dispose of the application dated 24 April, 2017 on merits an as per law. Such exercise shall be completed within a period of four months from the date of receipt of a copy of this order.

3. We make it clear that this direction to consider the application should not be construed to be an expression of opinion on the merits of the matter. In short, the application, should be decided in accordance with law and in the light of the settled legal principles in the matter governing the issuance of Scheduled Caste Certificate.
4. The writ petition is disposed of with the above direction. No costs.
