Colony, Madhavaram, Chennai - 600 110, comprised in Old S.No.1122/1A1A1B1 and New S.No.1122/4 of Madhavaram Village, previously Ambattur Taluk and now Madhavaram Taluk, Tiruvallur District, measuring an extent of 13,606 sq.ft., in accordance with G.O.Ms.565 Revenue Department dated 26.09.2008 within a time frame fixed by this Court.

ORDER
This Writ Petition is filed to direct the respondents to regularise the property of the petitioner, more fully disclosed in the prayer to this Writ Petition, based on the petitioner's representation, dated 18.12.2025.

The petitioner claims to be an innocent purchaser of the property, more fully disclosed in the prayer to this Writ Petition, as, according to the petitioner, he was not aware of the land conciliation proceedings initiated against the petitioner's vendor. The petitioner relies upon a Government Order to seek protection of his property under the Innocent Purchaser Scheme.

The learned Counsel for the petitioner, on instructions, submits that the petitioner is willing to submit a representation to the respondents seeking for regularisation of the petitioner's property under the Innocent Purchaser Scheme to enable the respondents to consider the same on merits and in accordance with law. He also submits that once the petitioner's land has been regularised, a direction may be issued to the respondents to consider the petitioner's application seeking for grant of patta in his name.
4. No prejudice will be caused to any of the parties if the aforesaid direction, as sought for by the learned Counsel for the petitioner, is issued by this Court. This Court is not expressing any opinion on the merits of the petitioner's representation.

For the foregoing reasons, this Writ Petition is disposed of by directing the petitioner to submit a fresh representation to the second respondent seeking for regularisation of the petitioner's land, more fully disclosed in the prayer to this Writ Petition, under the Innocent Purchaser Scheme within a period of two weeks from the date of receipt of a copy of this order. On receipt of the said representation from the petitioner within 3/6
the stipulated time along with the supporting documents, the second respondent shall pass final orders on merits and in accordance with law on the petitioner's representation after giving due consideration to the supporting documents produced by the petitioner within a period of twelve weeks thereafter. If the petitioner has been declared as an innocent purchaser in respect of the property, more fully disclosed in the prayer to this Writ Petition, the petitioner is granted liberty to seek for issuance of patta in his name for the said property and the competent authority (Tahsildar) is directed to consider the request for grant of patta on merits and in accordance with law as expeditiously as possible. There shall be no order as to costs. Consequently, connected miscellaneous petition is closed.
