The petition is for writ of mandamus directing the respondents 3, 6 and 7 to grant permission and protection to conduct "Eruthu Vidum Vizha" (Jallikattu Festival) in the 2nd week of April 2023 or any other date from 8.00 AM to 5.00 PM at Survey No.139/1. The Open Ground of the Government Land (Maidhanam), the name of the place is Pachachaiyappan Circle, Karikkundumedu, near Whine Ship Road, or Mariyamman Koil Street, Thekkuppattu Village and Post, situated in Natrampalli Taluk, Thiruppattur District by considering petitioner's representation dated 18.03.2023.

The learned counsel appearing for the petitioner submitted that in order to conduct the event of "Eruthu Vidum Vizha" (Jallikattu Festival) in the 2nd week of April 2023 or any other date from 8.00 AM to 5.00 PM at Survey No.139/1. Whine Ship Road, or Mariyamman Koil Street, Thekkuppattu Village and Post, situated in Natrampalli Taluk, Thiruppattur District, the petitioner has sent a representation dated 18.03.2023 to the respondent. But, the same has not been considered so far. Hence, the present writ petition has been filed.

3. The learned Government Advocate (Crl.side) appearing for the respondents submitted that the respondent police has received the representation of the petitioner and the same is pending for consideration.

4. I have considered the submission of the learned counsel appearing for the petitioner and the learned Government Advocate (Crl.side) appearing for the respondents.

5. It is brought to the notice of this Court that the Director General of Police, Tamil Nadu, Chennai, had issued a Circular Memorandum in Rc.007301/Genl.I(1)/2019, dated 09.04.2019, along with instructions to the Inspectors of Police throughout Tamil Nadu for consideration of applications seeking permission for conducting cultural programme. Therefore, in view of the detailed circular and guidelines issued by the 4/7

Director General of Police, the 7th respondent police is hereby directed to consider the representation of the petitioner, dated 18.03.2023 and pass suitable orders based on the above said circular within a period of one week from today.
