Mr.S.N.Parthasarathy, learned Government Advocate takes notice for the respondents. By consent of the parties, this writ petition is taken up for final disposal at the admission stage itself.

2. The petitioner seeks for a mandamus directing the respondents to issue "free patta" to him in respect of unassessed dry waste land measuring an extent of 0.40 cents comprised in Survey No.197/1, situated at Arickambedu Village, Avadi Taluk, Tiruvallur District in accordance with the Revenue Standing Order No.15-A within a time frame.

3. Heard both sides.

4. It is stated that the petitioner has made a representation to the respondents seeking for issuance of "free patta" in respect of the subject matter property. The grievance of the petitioner is that the said representation has not been considered by the respondents so far.

5. This Court, at this stage, is not expressing any view on the merits of the claim made by the petitioner, as it is for the fifth respondent to consider and decide. Thus, this writ petition is disposed of, only with a direction to the fifth respondent to consider the representation of the petitioner 30.01.2019 and pass orders on the same on merits and in accordance with law, after hearing all the parties concerned. Such exercise shall be done by the fifth respondent within a period of four months from the date of receipt of a copy of this order. No costs.
