O R D E R

This Writ Petition has been filed challenging the order of the fourth respondent in C.No.A2/0670/2012-RO No.294/2013 dated 30.09.2013 and quash the same and promote the petitioner as Grade-I Constable on 10.12.1978 and further promotion to the post of Head Constable on 10.12.1983 as per G.O.Ms.No.844, Home Department dated 03.06.1997 and upgrade him as Special SubInspector of Police on 10.12.1993 on overall completion of 25 years of service as per G.O.Ms.No.937, Home (Police-3) Department dated 21.07.1998 and G.O.Ms.No.15, Home (Police-V) Department dated 07.10.2010 and revise the pension and other monetary benefits accordingly and pay the arrears with accrued interest thereon.

2. Heard the learned counsel for the petitioner and also perused the materials placed before this Court.

3. This Writ Petition is to be dismissed for two reasons. Firstly, on the ground of delay in as much as the impugned order was passed by the Deputy Inspector General of Police, Villupuram Range, I/c Vellore Range, Vellore, on 30.09.2013 to upgrade the petitioner viz., Mr.G.Sudarsanam, Head Constable 2406 (Retd.) as SSI (Local) with effect from 01.06.2004 and consequently, the Superintendent of Police, Vellore District, Vellore was also requested to implement the said order and upgrade the petitioner as Special Sub-Inspector of Police. While so, it is not known as to why, the petitioner, having accepted the said order, have come to this Court after a delay of 4 years. Secondly, the petitioner has not taken immediate care to file writ petition. Almost all the papers filed along with the writ petition are completely unreadable that shows that the petitioner is not serious enough to prosecute this writ petition. When the pages are not clear, it is not known how the Registry has registered this petition.

4. In the light of above two grounds, this Writ Petition fails and accordingly, it is dismissed. No costs. Consequently, connected miscellaneous petition is dismissed. Sd/- Assistant Registrar(CS VIII) //True copy// Sub Assistant Registrar jvm
