Writ Petition filed under Article 226 of the Constitution of India praying for the issuance of a Writ of Mandamus, directing the respondents to issue No Objection Certificate to the petitioner in order to enable him to join in the post of Conductor (Reserve Crew) within a reasonable time. ORDER

Mr.V.Jeyaprakash Narayanan, learned Special Government Pleader takes notice for the respondents 1 to 3 and Mr.P.Kannan Kumar, learned counsel takes notice for the fourth respondent.

2. The petitioner was selected for the post of Conductor (Reserve Crew). But, the appointment order would be issued based on certain conditions. One of the conditions is that the petitioner should produce a certificate from the first respondent that there is no criminal case pending against him as on today.

3. The petitioner made a representation dated 22.04.2015 to the first respondent to issue an appropriate certificate, after verifying the records. Unless such a certificate is given, the petitioner could not be given appointment, though he was selected.

4. In the said circumstances, the Writ Petition is disposed of, directing the first respondent to pass orders on the representation dated 22.04.2015 of the petitioner relating to issuance of Certificate as stated above, within a period of three weeks from the date of receipt of a copy of this order.
