Respondents PRAYER: Writ Petition is filed under Article 226 of the Constitution of India, to issue a Writ of Mandamus or direction in the nature of writ, to direct the respondents herein, particularly the 1st and 5th respondents Corporation/Municipal Corporation to consider the petitioner's representation dated 09.01.2026 and issue a street vendor certificate to the petitioner in respect of the his/her street vending activity at T.Nagar area, in accordance Street Vendors (Protection of Livelihood and Regulation of Street Vending) Act, 2014 and the Tamil Nadu Street Vendors Rules, within 2/7
a time frame that may be fixed this Court may be and consequently forbear the respondents from in any manner interfering with or evicting the petitioner carrying on his/ her street vending business, except in accordance with law.

O R D E R
(Order of the Court was made by A.D.JAGADISH CHANDIRA, J.) The present writ petition has been filed seeking a direction to respondents 1 and 5 to issue a street vendor certificate to the petitioner in respect of his street vending activity at T.Nagar, based on his representation dated 09.01.2026 and to forbear the respondents from in any manner interfering with the petitioner's business.

Mr.A.Arunbabu, learned Standing Counsel, takes notice on behalf of respondents 2 and 4.

In view of the consent expressed by the learned counsel for the petitioner and the learned Standing Counsel for respondents 2 and 4, this writ petition is taken up for final disposal at the admission stage itself. 3/7
Notice to respondents 1, 3 and 5 to 10 is dispensed with inasmuch as no order prejudicial to their interest is passed. 4.
Learned counsel appearing for the petitioner submitted that the petitioner has been a street vendor selling clothes and fancy items at T.Nagar for the past 15 years. He further submitted that without issuing any prior notice and without following the procedures prescribed under the Street Vendors (Protection of Livelihood and Regulation of Street Vending) Act, 2014, the Corporation, with the assistance of police, is harassing the petitioner and has forcibly evicted him. He also submitted that the petitioner is ready to comply with all lawful regulations, pay the requisite fees and obtain a certificate of vending. If the petitioner is not granted relief, he will be put to great hardship. Hence, he sought a direction to the respondents concerned to consider the petitioner's representation dated 09.01.2026 and not to interfere with the petitioner's business. 5.
Mr.A.Arunbabu, learned Standing Counsel appearing for respondents 2 and 4, submitted that a meeting of the Town Vending Committee is scheduled to be held on 29.06.2026 and that the petitioner's representation dated 09.01.2026, will be considered and disposed of on the said date.

In view of the submission of the learned Standing Counsel appearing for respondents 2 and 4, the respondents concerned are directed to consider and dispose of the petitioner's representation dated 09.01.2026 on the scheduled meeting date, in accordance with law. 7.
