This writ petition has been filed, directing the first and second respondents to consider the Petitioner's representation dated 18.04.2017, to return petitioner original certificates submitted by him at the time of admission within the time frame stipulated by this court.

2. The case of the petitioner is that his father is a weaver and the mother is a home-maker and his only brother is employed as a Labourer. The petitioner had joined in Diploma course in Computer Science Engineering in respondents 1 and 2 college and his registration number is 2015 DCSE 09. Due to his family's financial situation, he is unable to raise funds for paying fees for the 2nd year. As he was unable to pay fees, he decided to discontinue his studies during the month of January 2017. So he made requests to respondents 1 and 2 to return his original certificates, submitted at the time of admission. On various occasions, his demands were rejected by the respondents 1 & 2, without any reason. Hence, he issued a notice dated 19.04.2017 to the respondents 1 and 2 to return his original certificates. A copy of the said notice was also marked to the third respondent herein. As no response is evoking from the side of the respondents, the petitioner has filed this Writ Petition seeking for the aforesaid relief.

3. Heard the learned counsel for the petitioner and also the learned Additional Government Pleader appearing for the third respondent.

4. Considering the facts and circumstances of the case and also considering the submissions made by the learned counsel appearing on either side, this court, without going into merits of the case, directs the respondents 1 and 2 to consider and dispose of the representation of the petitioner dated 18.04.2017 and pass orders, within a period of four weeks, from the date of receipt of copy of this order and communicate the decision taken to the petitioner.
