ORDER

The writ petition has been filed seeking to direct the first respondent to give suitable police protection to the petitioner and his agriculture property situated in the Survey No.69/7A of Gengasoodamani Village.

2. It is the contention of the learned counsel for the petitioner that the private respondents are preventing the petitioner from digging the well with the use of rented excavator and threatening the workers with dire consequences.

3. Heard the learned counsel for the petitioner and the learned Additional Public Prosecutor and perused the materials placed on record.

4. At the out set, this Court is unable to countenance the submission of the learned counsel for the petitioner. If the petitioners' civil rights to construct bore wells in their respective holdings are infringed by any one, their remedy lies before the competent civil court. The civil court can adjudicate the claim of the petitioners for injunction against the obstruction and grant appropriate reliefs. If its orders are violated, the civil court is

competent to address the police to render assistance to enforce them. Without resorting the same, as a blanket order police protection cannot be granted.
