Respondents Writ Petition is filed under Article 226 of the Constitution of India for issuance of a Writ of Mandamus directing respondents 1 and 2 to pass necessary orders on the proposals dated 24.05.2013 submitted by the third respondent for regularisation of services of the petitioner as Vocational Instructor in the BT Scale of pay with effect from 23.09.1994.

Mr.S.Gunasekaran, learned Government Advocate, takes notice for the respondents.

The petitioner was appointed as Vocational Instructor (Computer Science) on 08.01.1990 in the fourth respondent school. Though he possessed necessary educational qualification for the said post, his services were regularised only with effect from 06.11.1996 pursuant to the G.O.Ms.No.588 Education Department dated 21.07.1995. The Government, by way of implementing the Division Bench orders, passed G.O.Ms.Nos.68 and 69, School Education Department, dated 20.03.2007 and as per the said G.Os., the services of the https://hcservices.ecourts.gov.in/hcservices/

double part time teachers and single part time teachers were regularised. As per the said G.Os., the petitioner also entitled for regularisation from 23.09.1994.

Hence, he made a representation on 23.07.2007.

Further, the petitioner made representation on 28.03.2013. On the basis of the representations, the second respondent called for certain informations from the third respondent, for which, the third respondent forwarded the proposal on 24.05.2013 recommending the name of the petitioner also for getting regularisation from 23.09.1994 on par with other similarly placed persons in terms of G.O.Ms.No.834 dated 23.09.1994. But, till date no order has been passed. Therefore, the petitioner has filed the above writ petition seeking direction.

In view of the narrow prayer made, respondents 1 and 2 are directed to consider and pass orders on the proposal dated 24.05.2013 submitted by the third respondent for regularisation of services of the petitioner as Vocational Instructor in the BT Scale of pay with effect from 23.09.1994, on merits and in accordance with law within a period of twelve weeks from the date of receipt of a copy of this order.
