Respondents Petition under Article 226 of the Constitution of India, praying to issue a Writ of Certiorarified Mandamus, calling for the records of the second respondent University culminating in the order dated 19.6.2017 made in No.ACI(2)/45960/2016 and quash Clause (11) in so far as the Date of Registration as "01.01.2017" and direct the second respondent to grant Provisional Registration Certificate for Ph.D programme for July session of 2016 as per application dated 20.06.2016 by adhering to the Regulations of second respondent and the Rules for Award of Research Fellowship (Ph.D)-Gunapadam in NIS 2015-16 of the fourth respondent and consequently direct the second and fourth respondents to pay an estimated damage of Rs.10 lakhs (Rupees Ten Lakhs only) as compensation for the postponement of the Registration in contrary to the norms.
