Though the second respondent/ Commissioner of Udhagamandalam Municipality, Nilgiris District, is present in the Court, unfortunately, no affidavit of the said Commissioner has been filed with relevant documents with an advance copy to the learned counsel for the fourth respondent as well as the learned counsel for the petitioner.

Therefore, we adjourn the hearing of this case to 30.9.2019 and before the next date of hearing, proper affidavit of the said Commissioner should be filed with advance copies to the opposite side counsel.

The said Officer shall be present again on the next date of hearing with relevant records.
