Writ Petition filed under Article 226 of the Constitution praying to issue a Writ of Certiorarified Mandamus, calling for the records relating to the Lookout Circular No.01/SIC/LOC/ACK/2024/-2400015894 dated 09.10.2024 of the third respondent and quash the same consequently direct the third respondent to delete the lookout circular entries made in the passport number S9807171 in order to withdraw the same issued against the petitioner, in connection with the Crime No.04 of 2024 pending on the file of the second respondent Police, and to lift the travel restriction imposed on the petitioner, under the Lookout Notice, so as to move to abroad freely. This Writ Petition has been filed challenging the Lookout Circular No. 01/SIC/LOC/ACK/2024-2400015894 dated 09.10.2024 as against the petitioner, in pursuance of the registration of the First Information Report in Crime No. 4 of 2024 on the file of the second respondent.

2. Heard the learned counsel for the petitioner and the learned Government Advocate (Crl.Side) appearing for the first and second 2/6

respondents and perused the materials available on record.

3. The petitioner is the husband of the fourth respondent and there is a family dispute between them. Due to which, the fourth respondent got separated and she also filed a Maintenance Case in M.C.No.80 of 2023, and it is pending for adjudication on the file of the IV Additional Family Court, Chennai.

4. Meanwhile, the fourth respondent has also lodged a complaint alleging several allegations against the petitioner. On receipt of the said complaint, the second respondent registered the First Information Report in Crime No. 4 of 2024 for the offence under Section 498(A) of IPC.

5. In pursuance of the registration of the First Information Report, the Look Out Circular was issued against the petitioner, since the petitioner is working in Singapore. Now, the investigation is still pending. By pending the investigation, the Look Out Circular issued against the petitioner cannot be withdrawn.

6. In view of the above, the second respondent is directed to complete the investigation and file a final report within a period of eight weeks from the date of receipt of a copy of this order. If the second respondent failed to complete the investigation within eight weeks, the Look Out Circular stands automatically cancelled and the petitioner is permitted to visit the abroad.

7. With the above directions, this Writ Petition is disposed of. Consequently, the connected Miscellaneous Petition is closed. No costs. 03.04.2025 Index:Yes/No kv To
