Association, Church of South India, Trust Association and Tamil Nadu Christian Economic Life Committee for the property, morefully disclosed in the affidavit filed in support of this writ petition, based on the petitioner's representation dated 26.08.2025, within a time frame to be fixed by this Court. 2.The Tahsildar is not the competent authority to cancel pattas. The competent authority to cancel pattas is the Revenue Divisional Officer, Chennai South Revenue Division, Chennai. Since the competent authority to adjudicate the petitioner's representation seeking for cancellation of patta is the Revenue Divisional Officer, Chennai South Revenue Division, Chennai, this Court, by exercising its suo motu powers, impleads the Revenue Divisional Officer, Chennai South Revenue Division, Chennai as the party second respondent in this writ petition. Registry is directed to carry out the necessary amendment. 3.Mr.R.P.Murugan Raja, learned Government Advocate accepts notice on behalf of the respondents.

4.According to the petitioner, erroneously, pattas have been transferred in the names of Wesleyan Methodist, Mission Trust Association, Church of South India, Trust Association and Tamil Nadu Christian Economic Life Committee. According to the petitioner, an extent of 5.66 acres, situated in Guindy Village, Adyar part-2 block 009, Velachery Road is owned by the Church of Swedish

Mission as per the Town Survey Land Register, but arbitrarily, without issuing any notice, pattas have now been transferred in the names of the aforesaid parties. The petitioner seeks for cancellation of the said pattas. The petitioner had given a representation on 26.08.2025 to the first respondent. Since the said representation was not considered, the petitioner has filed this writ petition. 5.No prejudice would be caused to the second respondent if the petitioner's representation, as stated supra, is considered, on merits and in accordance with law, after giving due consideration to the supporting documents produced by the petitioner and after hearing all the necessary parties, within a time frame to be fixed by this Court.

6.This Court is not expressing any opinion on the merits of the petitioner's representation.

7.Since the newly impleaded second respondent is the competent authority to consider the request of the petitioner for cancellation of pattas, a direction is issued to the newly impleaded second respondent to cancel the pattas standing in the names of Wesleyan Methodist, Mission Trust Association, Church of South India, Trust Association and Tamil Nadu Christian Economic Life Committee for the property, morefully disclosed in the affidavit filed in support of this writ petition, after giving due consideration to the supporting

documents produced by the petitioner and after hearing all the necessary parties, which includes Wesleyan Methodist, Mission Trust Association, Church of South India, Trust Association and Tamil Nadu Christian Economic Life Committee, within a period of 12 weeks thereafter. 8.With the above direction, this writ petition is disposed of.
