Writ petition filed under Article 226 of Constitution of India for issuance of a writ or order or orders or direction particularly in the nature of WRIT OF CERTIORARIFIED MANDAMUS to call for the records pertaining to the Impugned Order letter no CP-PUI/3218/2025-R2 dated: 15-10-2025, passed by the 2nd respondent and quash the same and consecutively direct the 2nd respondent to grant ordinary leave for 21 days without escort to the detenue, Arumugam, S/o. Murugan aged about 47 years, convict prisoner, bearing PID
No.440983, confined at Central Prison, Puzhal and pass such further or other orders as this Honorable Court may deem fit to the circumstances of the case and thus render justice.

We have heard Mr.M.Ezhilarasu, learned counsel for the petitioner and Mr.C.R.Malarvannan, learned counsel for Government of Tamil Nadu (Criminal Side) for the respondents.
2. The petitioner, wife of one Arumugam (convict), aged 47 years, confined in Central Prison, Puzhal, is aggrieved by the rejection of request for ordinary leave of 21 days without escort.
3. The reason for rejection is that the convict has not completed 3 years of incarceration to enable the authorities to consider grant of leave.
4. Learned counsel for the respondents, on instructions, would submit that the date of judgment is 07.07.2023 and the mandatory period of three years will be completed only on 06.07.2026. He would also submit that the authorities are willing to re-look into the matter after completion of mandatory period of three years.
5. Hence, the authorities are directed to re-look into the representation of the petitioner for ordinary leave and pass orders on the same, within a period of one week from date of completion of the mandatory period, on or before 15.07.2026, in accordance with the extant Regulations and communicate the same to the petitioner and the convict.
6. This Writ Petition is disposed in the aforesaid terms. Connected Miscellaneous Petition is closed.
