ORDER

This Writ petition is filed for a Writ of Mandamus, to direct the respondent to process the application dated 04.11.2024 of the petitioner's institute and to grant continuation of affiliation, for the academic year 2024-2027.

2. The petitioner institute is a teaching training institution running from the year 2007. After fulfilling the norms and standards prescribed by the National Council for Teacher Education, the petitioner was granted recognition to start B.Ed. Course for the academic year 2007-2008. The respondent issued provisional affiliation based on the inspection report and granted the continuation of provisional affiliation order for the academic years 2018-2019 to 2020-2021 to conduct B.Ed. Degree Program. According to the petitioner, the respondent University issued continuous provisional affiliation after the period of three years.

3. The petitioner states that the petitioner college was granted provisional affiliation in the year 2021 for the academic years from 2018-2019 to 2020-2021. The petitioner states that the petitioner institute applied for continuation of affiliation for the academic year 2024-2027, along with prescribed fee of Rs.75,000/- towards registration fees vide Demand Draft No.049307 dated 15.06.2023 to the respondent. As the Demand Draft taken towards registration fee was misplaced by the petitioner, the petitioner requested the respondent for alternative way for the payment of registration fee. The respondent allowed the petitioner institute to pay the fees along with the fine for an amount of Rs.1,25,000/- through online on 18.12.

2024, towards the registration fees for the continuation of provisional affiliation for the academic year 2024-2027. In the meanwhile, the petitioner institute admitted 56 students to undergo the course for the academic year 2024, and the students list along with the requisite application was submitted to the respondent. The respondent did not allow the petitioner institute to upload the students list in the web portal. The petitioner states that even after the registration fee along with fine was paid as early as in December 2024, the respondent did not process the petitioner's application and therefore, the petitioner filed the above Writ Petition.

4. The learned Senior Counsel for the petitioner submitted that the respondent may be directed to process the petitioner's application within a time stipulated by this Court.

It is seen that the petitioner institute filed the application for continuation of affiliation on 14.11.2024, and thereafter paid a sum of Rs.1,25,500/- along with fine for grant of continuation of affiliation for the academic years 2024-2027, in December 2024. It reveals that the respondent has not processed the petitioner's application till date. I am therefore inclined to direct the respondent to process the petitioner's application dated 14.11.2024, for grant of continuation of affiliation for the academic years 2024-2027 as expeditiously as possible, preferably, within a period of four weeks from the date of receipt of copy of this order.

6. With the above observation, this Writ Petition stands disposed of. However, there shall be no order as to costs. Consequently, connected Miscellaneous Petition is closed.
