Sub.Appln.No.869/2015 in Cont.P.No.3236/2014 TSSJ Considering the turn of events in this Contempt Petition, it is seen that the Director of Elementary Education, Chennai is a proper and necessary party to the Contempt Petition. Since, it is stated that though the District Collector is of the opinion that the petitioners, who are sweepers are entitled for the scale of pay, it is the Education Department which has to realise the same. Therefore, the Director of Elementary Education, Chennai is impeaded as the sixth respondent in the Contempt Petition.
