(Order of the Court was made by The Hon'ble Chief Justice) We are not satisfied that the petitioner really can move a public interest litigation being a resident of Namakkal district and dealing with an issue of setting up of a multiplex in Erode town 60 kms. away.

2.We may, however, clarify that this does not mean that if there is any encroachment we are ratifying the same, but it is for the concerned authorities to look into the issue of encroachments, if any and we are informed that the concerned authority is the Assistant Engineer, WRO, PWD, Erode. 3.Writ petition is, accordingly, closed.
