Mr.P.P.Purushothaman, learned Government Advocate takes notice for the respondents. By consent of the parties, the main writ petition is taken up for final disposal at the admission stage itself.

2. The petitioner is aggrieved against the order of the second respondent dated 22.10.2018 in cancelling the licence issued to the petitioner as a document writer. https://hcservices.ecourts.gov.in/hcservices/

Though, the present writ petition is filed by raising very many grounds touching upon the merits of the matter and the order passed by the second respondent, this Court is not inclined to entertain the present writ petition solely on the reason that as against the impugned order, the petitioner is having a right of Statutory Appeal before the concerned Department of the State of Tamil Nadu. Without filing such appeal, the petitioner has chosen to file the present writ petition, which in my considered view, is not maintainable.

4. Therefore, this Writ Petition is disposed of, without expressing any view on the merits of the matter, only with liberty to the petitioner to file such an appeal before the concerned Appellate Authority within a period of four weeks from the date of receipt of a copy of this order. If any such appeal is filed, the said Appellate Authority shall consider and pass orders on the same on its own merits and in accordance with law, without reference to the period of limitation.
