Respondents Writ Petition filed under Article 226 of the Constitution of India, praying for issuance of a Writ of Mandamus to direct the respondents to publish the mark list of the candidates appeared for the main written examination held on 08.11.2014 FN & AN session for appointment by direct recruitment to the post included in the Combined Civil Services Examination-II before conducting the Oral Test.

ORDER
The petitioner applied for Combined Civil Services Examination-II Group-II - 2013-2014 and participated in the written examination, after which, the candidates were short-listed for Certificate verification. The short-listing of candidates took place on the basis of 1 : 5 ratio. The petitioner comes within the zone of short-listed candidates and was asked to appear for the said Certificate verification. In total, 5,635 candidates appeared for Certificate verification, after which, there was further short-listing of candidates in the ratio of 1 : 2 and 2,266 candidates alone were permitted for appearing in the Oral Test, and as the petitioner was not asked to participate in the said Oral Test, he has filed this Writ Petition for a direction to the respondents to publish the mark-list of the candidates who appeared for the main written examination held on 08.11.2014 FN & AN sessions for appointment by https://hcservices.ecourts.gov.in/hcservices/
direct recruitment to the post(s) included in the Combined Civil Services Examination - II before conducting the oral test.

In paragraph 3 of the counter affidavit filed by the respondents-TNPSC, it is stated that the petitioner came within the zone of consideration for Certificate verification, but does not come within the zone of consideration for participation in the Oral Test and that he is not one among 2,266 candidates eligible in the ratio of 1: 2.

In view of the above stand taken by the respondents in the counter affidavit, I do not find any fault with the respondents-TNPSC for not inviting the petitioner for Oral Test for the relevant post/examination.
