Writ petition filed under Article 226 of the Constitution of India praying for issuance of a Certiorarified Mandamus and thereby call upon the records of 2nd respondent in letter No.C206/86/40/38/VPHT.45 dated 09.08.2012 canceling the Tender Notice.1/2012-2013 for VPH leasing for round trips in train Nos.16031/16032-Jammu-Tawi Express, and quash the same as ultra vires and not maintainable in the eye of law and consequently direct the 2nd respondent to accept the bid and allot the tender for VPH leasing for round trips in train Nos.16031/16032-Jammu-Tawi Express in favour of the petitioner.
