develop the entire 10 feet breadth of the channel situated on the southern side of the property comprised in survey No.17 situated at Karandai Village, Vembakkam Taluk, Tiruvannamalai district with the channel situated in survey No.141 and 133 situated in Keelnelli Village, Vembakkam Taluk, Tiruvannamalai District respectively.

O R D E R
This Writ Petition has been filed to direct the respondents to link the entire 10 feet breadth of the channel situated on the southern side of the property comprised in Survey No.17 situated at Karandai Village, Vembakkam Taluk, Tiruvannamalai district with the channel situated in survey No.141 and 133 situated in Keelnelli Village, Vembakkam Taluk, Tiruvannamalai District respectively.
2.According to the petitioner, due to heavy monsoon rains and water logging, the agricultural lands in the neighbouring area and the channels are water logged. The petitioner's agricultural land is also located near the channels. The petitioner claims that there is no link between the aforesaid two channels. Hence, the petitioner states that if there is a link between the two
channels, there will not be any water logging in the agricultural lands. In such circumstances, the petitioner had given a representation on 18.02.2026 to the respondents to provide a link between the two water channels referred to supra to prevent water logging of the adjoining agricultural lands. Since the said representation was not considered, the petitioner has filed this Writ Petition. 3.Mr.S.Arumugam, learned Government Advocate, accepts notice on behalf of the respondents 1 & 2 and Mr.C.Jayaprakash, learned Government Advocate, accepts notice on behalf of the 3rd respondent. 4.The competent authority to decide the petitioner's representation is the Block Devlopment Officer, Vembakkam Block, Tiruvannamalai District, who has not been arrayed as party respondent in this Writ Petition.
Since the Block Development Officer, Vembakkam Block, Tiruvannamalai District, has not been arrayed as party respondent in this Writ Petition, this Court by exercising its suo-motu powers, impleads the Block Development Officer, Vembakkam Block, Tiruvannamalai District, as a party 3rd respondent in this Writ Petition. The Registry is directed to carry out necessary amendment.
5.No prejudice would be caused to any of the parties if the petitioner's representation as stated supra for the linking of two channels is considered on merits and in accordance with law, after hearing the objections of the necessary parties which includes the 4th respondent in W.P.No.47103 of 2025, which is filed by the petitioner earlier in respect of the same cause of action. 6.Accordingly, this Writ Petition is disposed of by directing the 3rd respondent to pass final orders on merits and in accordance with law on the petitioner's representation dated 18.02.
2026, seeking for linking of the two channels referred to in the prayer to this Writ Petition, which according to the petitioner is beneficial for the agricultural lands adjoining the said two channels as it would prevent water logging, after hearing all the necessary parties, which includes the 4th respondent (T.Srinivasan) in W.P.No.47103 of 2025, within a period of twelve weeks from the date of receipt of a copy of this order. However, there shall be no order as to costs.
