Prayer in Writ Petition: Writ Petition filed under Article 226 of the Constitution of India for issuance of a Writ of Declaration, declaring the decision taken by respondents 2 to 5 to utilize the available funds from and out of Fourteenth Financial Commission (FFC), to carry out any works within the petitioner's Village Panchayat through the District Collector, as the Tender Accepting Authority and the District Rural Development Agency, as Tender Inviting Authority without the resolution of the Petitioner's Panchayat, as illegal, null and void and consequently direct the respondents 2 to 5 to allow the petitioner's Village Panchayat to chose the works to be done by utilizing the available funds from and out of Fourteenth Financial Commission (FFC) in the Petitioner's Village Panchayat by passing appropriate resolution.
