PRAYER : Writ Petition filed under Article 226 of the Constitution of India praying for issuance of a Writ of Mandamus, to direct the respondents 1 to 3 herein to pay compensation of Rs.1,00,00,000/- (one Crore only) to the petitioner as per the petitioner's representation dated 15.02.2018 within a time frame fixed by this Court.

This Writ Petition has been filed to direct the respondents 1 to 3 herein to pay compensation of Rs.1,00,00,000/- (One Crore only) to the petitioner as per the representation of the petitioner dated 15.02.2018.

The learned counsel appearing for the petitioner would submit that the petitioner went to Coimbatore to attend an interview where he stayed along with his friend and while he was stepping down in the stair case of the room, he got struck with severe electric shock, due to which, his limbs got burned and he was admitted in the hospital. His right hand fore arm was amputated and three fingers in the right foot were also removed. In left leg, all the fingers except the big toe were removed.
The petitioner has spent considerable amount of money in the hospital and the petitioner claims that power limbs are going aisle with the building in low height and from the stair case, power lines are only a few feet away and therefore, the petitioner claims that the second and third respondents Department failed to adhere the safety norms in accordance with rules by allowing the building owner to pass electric power lines in close proximity to the terrace of the building and he also claims that the Coimbatore Municipality Corporation has also failed to adhere to the norms by giving approval to the said building and therefore, the petitioner has sent a representation dated 15.02.

3. The learned counsel appearing for the petitioner would submit that it would suffice, if the third respondent is directed to dispose of the representation of the petitioner, dated 15.02.2018 on merits and in accordance with law, within a specified period.
4. Heard the learned counsel appearing for the petitioner, learned counsel appearing for the first respondent and the learned counsel appearing for the respondents 2 and 3.
5. Considering the limited request made by the learned counsel for the petitioner, this Court, without going into the merits of the matter, directs the third respondent to consider the representation of the petitioner, dated 15.02.2018 and pass appropriate orders, on merits and in accordance with law, within a period of four weeks from the date of receipt of a copy of this order. If at all the petitioner is having any grievance against the fourth
respondent, liberty is granted to the petitioner to file a suit for compensation against the fourth respondent in the manner known to law.
6. With the above direction, this Writ Petition is disposed of. There shall be no order as to costs.
