Respondents PRAYER: Writ petition filed under Article 226 of the Constitution of India praying for the issuance of Writ of Mandamus directing the respondents to consider the representation dated 10.07.2015 made by the petitioner for appointment as Village Librarian in special time scale of pay in the light of order issued in G.O (1D) No.164, School Education Department, dated 27.05.2015 and confer all the consequential benefits.

By consent, the writ petition itself is taken up for final disposal.

2. The petitioner was appointed as Part time Librarian on 11.07.1994.

On 21.09.2011, the Government issued order in G.O.Ms.No.147, School Education Department to fill up 1093 posts of Village Librarians through Employment Exchange. The grievance of the

petitioner is that the Government ought to have regularized the services of the Part Time Librarians, instead of calling for the list of candidates from the Employment Exchange. Hence, he made a representation dated 10.07.2015 for appointing him as Village Librarian in Special Time Scale of Pay in the light of G.O (1D) No.164, School Education Department, dated 27.05.2015 with all benefits.

3. Heard the learned counsel appearing for the petitioner and the learned Special Government Pleader appearing for the respondents.

4. In view of the narrow prayer made during the hearing, the writ petition is disposed for permitting the petitioner to make a fresh representation claiming appointment to the post of Village Librarian within a period of two weeks from the date of receipt of a copy of this order and the first respondent is directed to consider and dispose of the representation of the petitioner for appointment as Village Librarian on merits and in accordance with law in the light of G.O (1D) No.164, School Education Department, dated 27.05.2015 and the order passed by this Court in W.P.(MD) Nos.13642 to 13647 of 2011 and 1155 of 2012 dated 30.03.2012, within a period of twelve weeks thereafter. No costs.
