This Writ Petition has been filed under Article 226 of Constitution of India, praying to direct the 3rd respondent to conduct an enquiry in pursuance of Circular No.67 dated 03.11.2011 in respect of annulment of Mortgage Deed created in Document No.819/2012 on the file of Sub-Registrar, Purasawalkam, by way of issue of Writ of Mandamus.

2. The learned counsel appearing for the petitioner has advanced his arguments on the basis of the averments made in the Writ Petition.

3. The learned Additional Government Pleader appearing for the respondents has submitted a copy of Circular dated 20.10.2017, wherein, it is clearly stated that the Circular No. 67 dated 03.11.2011 has already been withdrawn by the Government of Tamil Nadu.

4. Considering the above factual circumstances, the relief sought for in the Writ Petition has become infructuous. The learned counsel appearing for the Writ Petitioner has contended that the petitioner has given a separate representation to the 3rd respondent on 26.08.2014, but the same has not been considered. Under the said circumstances, this court is inclined to pass the following order:- In fine, this Writ Petition is dismissed as infructuous. However, the 3rd respondent is directed to look into the representation dated 26.08.2014 and dispose of the same, as early as possible, after giving due notice to the parties concerned. No costs.
