This writ petition is filed for issue of a Writ of Mandamus directing respondents 1 to 3 to give new electricity service connection to the petitioner's house situated at Door No. 28B, Varadhapuriamman Kovil Street, S.No. 192/1 of Sekkadu Village.
The petitioner contends that he is residing at No.28B located in Survey No.192/1, Sekkadu Village at Varathapuriamman Koil Street. The petitioner made an application for service connection to the 1st respondent. However, the same was not recorded by the 1st respondent. Thereafter, the petitioner sent a complaint to the Chief Minister's Cell on 20.06.2011. Even then, the 1st respondent did not take any positive action to give service connection. Therefore, through registered post, the petitioner sent an application for new service connection on 28.04.2015. The 1st respondent refused to receive the same and once again, the petitioner sent another application by registered post on 12.05.2015, which was received by the 1st respondent on 14.05.2015. Even after receiving the said application, the 1st respondent, neither took any steps to provide service connection nor visited the house for which new electricity connection is sought. Hence, the petitioner is before this Court. Heard the learned counsel for the petitioner and the learned counsel for the respondents.

Learned counsel for the respondents would submit that based on the objection of one G. Palani, electricity connection has not been effected to the petitioner's house.

However, a perusal of the records would show that the petitioner is residing at No. 28B, located in Survey No.192/1, Sekkadu Village at Varathapuriamman Koil Street whereas the said G. Palani is residing at No.28, Varadhapuriamman Kovil Street, Sekkadu Village. According to the petitioner, the said G. Palani is his paternal uncle and he is residing in a different house. Further, the service connection, which is said to have been already effected by the respondents is in respect of house No.28, owned by his paternal uncle, which is located within the same portion of the property wherein the petitioner's house is located.
Since the petitioner has got no electricity service connection, so far and considering the fact that the petitioner has been making consistent requests through applications seeking electricity connection, it is appropriate to direct respondents 1 to 3, especially, the 1st respondent to give electricity service connection to the petitioner, as per law, within a period of three weeks from the date of receipt of a copy of this order. The writ petition is disposed of accordingly. No costs. Connected M.P. is closed.
