ORDER

This Writ Petition has been filed seeking for the issuance of Writ of Mandamus, directing the respondent authority to give permission to conduct Cultural programme (Adal Padal Nigalchi) in the event of K.Ettipatti Village Arulmighu Sree Kakku Mariamman Temple Festival at Uthangarai Taluk, Krishnagiri District on 18.05.2022 between 06.00 pm to 11.00 pm by considering the petitioner's representation dated 25.04.2022. 2.Heard the learned counsel appearing for the petitioner and the learned Government Advocate (Crl.Side) appearing for the respondent.

3.The petitioner had made a representation before the respondent Police on 25.04.2022 seeking permission to conduct https://hcservices.ecourts.gov.in/hcservices/

Cultural programme (Adal Padal Nigalchi) in the event of K.Ettipatti Village Arulmighu Sree Kakku Mariamman Temple Festival at Uthangarai Taluk, Krishnagiri District on 18.05.2022 and the same was dispatched to the respondent on 02.05.2022. 4.The respondent Police would submits that, so far, they have not received any representation from the petitioner. 5.The petitioner has not filed any acknowledgment card to show that the representation sent by the petitioner was served to the respondent and despite serving the representation, the respondent has not so far considered the representation. Therefore, the petitioner has failed to satisfy that he sent the representation and the same was served and without giving sufficient opportunity to the respondent, the petitioner has approached this Court suppressing the material facts.

The petitioner has not approached this Court with clean hands. 6.In view of the above, the Writ Petition is dismissed with costs. The learned counsel appearing for the petitioner is directed to pay a costs of Rs.25,000/- (Rupees Twenty Five Thousand Only) in favour of Bar Council of Tamil Nadu.
