ORDER
All these applications are filed by the learned Administrator General and Official Trustee of Tamil Nadu (in short AG & OT). These applications are filed seeking various reliefs which are as follows:- (i) Application No. 2099 of 2021 has been filed praying to grant permission to utilize Rs. 20,00,000/- (Rupees Twenty Lakh Only) from the 1/7
accumulation funds of MOPL Charities Trust of FY 2017-2018 for entrusting the renovation and construction work of Gandhi Kamala Nehru Government High School, Kooteripattu, Tindivanam Taluk, Villupuram 604 304 to the lowest quotation of Mr.T.Sampath, Thulasi Builders, No.28, Perumal Koil Street, Tindivanam, Villupuram 604 001 (ii) Application No. 2100 of 2021 has been filed by the applicant praying to permit him to donate Rs.2,50,000/- (Rupees Two Lakh and Fifty Thousand Only) from the accumulation funds of Iyyapillai Charities Trust Estate of FY 2016-2017 to Vela Institution for Social Action and Development, Pandian Nagar, Opp. Theivanai Ammal Women's College,Trichy Main Road, Valuthareddy Village,Villupuram 605 602 (iii) Application NO.
2101 of 2021 has been filed praying to permit the Administrator General and Official Trustee to permit him to donate from the accumulation of funds of FY 2016-17 of Rs.1,90,000/- (Rupees One Lakh and Ninety Thousand Only) from Bavanandam Academy Trust Estate; Rs.1,00,000/- (Rupees One Lakh Only) from MVS Temple Trust Estate and Rs.2,10,000/- (Rupees Two Lakh and Ten Thousand Only) from Jamunabai Trust Estate, altogether Rs.
(iv) Application No. 2102 has been filed seeking permission to donate from the accumulated funds of FY 2016-17 of Rs.3,70,000/- (Rupees Three Lakh and Seventy Thousand Only) from MM Charities Trust Estate and Rs.1,30,000/- (Rupees One Lakh and Thirty Thousand Only) from S.V.Seshacharalu Trust Estate, altogether Rs.5,00,000/- (Rupees Five Lakh Only), to Periyar Kalvi Nilayam, Periyar Kudil, Main Road, Padalur Post, Perambalur 621 109 (v) Application No. 2103 of 2021 has been filed praying to permit the applicant to donate Rs.3,20,000/- (Rupees Three Lakh and Twenty Thousand Only) from the accumulation funds of FY 2016-2017 of "MKA Charities" Trust Estate to Anbu Karangalin Anbu Illam, Orphans Children Home, No.268, Balaji Nagar, Ponneri 601 204 (vi) Application No.
2104 of 2021 has been filed by the applicant seeking permission to utilize Rs.21,07,208/- (Rupees Twenty One lakh Seven Thousand and Two Hundred Eight Only) from the accumulation of funds of FY 2017-18 of MOPL Trust Estate for purchasing 1217 bags of 25 kg Rice and 23 items of Groceries from the supplier of Singarajan Online Rice Store, No.164/1, G.N.T.Road, Redhills, Chennai 600 052 to donate 864 bags of Rice and Groceries to the Thozhi (Transgender), No.
Members List-1 Annexed in the Judge's Summon and 353 bags of rice and groceries to the Transgender Rights Association, at No.2/42, Bharathi Nagar, 1st Cross Street, Haridoss Main Road (Old Kumaran Theatre), Kolathur, Chennai 600 099 to deliver to its members as per Member List-2 Annexed in the Judge's Summon (vii) The application No. 2105 of 2021 has been filed by the applicant praying to permit him to donate Rs.4,00,000/- (Rupees Four Lakh Only) from the accumulation funds of FY 2017-2018 of MOPL Trust Estate" to Simon Generous Social Education Trust, Plot No.127, Gomathiamman Nagar, Bethelpuram, Ikkadu, Thiruvallur 602 021.

In order to substantiate the relief sought for in these applications, the learned Administrator General and Official Trustee of Tamil Nadu [AG & OT] has filed a report. In his report, he has stated that the office of the AG & OT is administrating more than 150 Trust Estates. According to him, there are various properties attached to the Trust Estates wherefrom rental income is received and they are periodically deposited in a fixed deposit account. It is stated that the amount so generated from the rental income is being utilised for performing various charitable activities intended to secure the needs of the poor and needy in the form of scholarship to students, salary to estate staff, 4/7
making statutory charges to government, paying income tax, extending medical support, donating equipments which are necessary for Nongovernmental organisations etc., In this context, it is stated that in some of the Trust Estates, funds have been accumulated in the fixed deposit and therefore, they shall be utilised for performing charitable activities. The learned AG & OT also tabulated in para No. 4 of the report the request made by various Nongovernmental Organisations seeking financial support. According to the learned AG & OT, the accumulated funds can be utilised to meet the genuine needs of the NGO's listed in para No. 4 of the report. The report also gives an insight into the functioning of the beneficiaries-to-be and the need to extend financial assistance to them.
In the report, reference was also made to the continuous lockdown imposed by the Central and State Government which have hampered the activities of the beneficiaries to a great extent. The learned AG & OT also stated that after thorough verification of the needs of such beneficiaries-to-be, he has filed the report recommending to extend financial assistance to them.

Heard the learned Administrative General and Official Trustee and perused the report filed by him.

On perusal of the report submitted by the learned AG & OT, it is evident that the income received from the various Trust Estates administered by the learned AG & OT is getting accumulated in fixed deposits. According to the learned AG & OT, such accumulated funds can be utilised for the purpose of performing various charitable activities, as prayed for in these applications. The learned AG & OT also submitted that after thorough verification of the applications made by the intended beneficiaries, seeking financial assistance, he has filed the present applications and also recommends that the amount, if offered, will be utilised for a good cause. 5.
Having regard to the submission of the learned AG & OT, the availability of funds accumulated in the account of the respective trust estate and the genuine needs of the intended beneficiaries, I am of the view that the prayer sought for in these applications can be granted.
