ORDER

This Writ Petition is filed, by transfer of OA.No.6348 of 2002 from the file of the Tamil Nadu Administrative Tribunal, to issue a Writ of Mandamus to direct the respondents to include the name of the Petitioner in the panel of Sub Inspectors of Survey for the year 1998 issued by the 2nd Respondent in Na.Ka.No.A1/12029/99 (4) dated 20.12.1999 at the appropriate place with reference to his seniority and grant him all consequential benefits.

2. This court heard the learned counsel on either side and also perused the materials placed on record. https://hcservices.ecourts.gov.in/hcservices/

3. After some elaborate arguments by the learned counsel on either side, this court finds two crucial factors, namely, (1) panel was published way back in the year 1998 and it was challenged by the Petitioner only in the year 2002 and

(2) on such crucial date when he was not eligible, as he has not passed the test. Therefore, the prayer in this Writ Petition is not maintainable. Accordingly, this Writ Petition is dismissed. No costs.
