Respondents Prayer: Petition filed under Article 226 of the Constitution of India praying to issue a writ of declaration declaring that the action of the respondents, in particular the action of respondents 4 and 6 in issuing the deputation lists for joint coal sampling wort at Thalchar Mines in Odisha for the year 2013 commencing from April 2013 to December 2013 in so far as including the petitioner's names as illegal and without jurisdiction and also contrary to the rules and consequently desist the respondents from sending them on deputation for joint coal sampling work in any manner, without sanctioning additional posts for the said work and also without issuance of orders by the competent authority and also without getting their willingness and consent.
