Writ petition filed under Article 226 of the Constitution of India praying for issuance of a writ of mandamus directing the respondents to issue the Tender Application Form to the petitioner and accept the same in respect of tender Notification issued in Se.Ma.Tho.E/3112/Oppanthapulli/2015 in Dhinamani Daily dated 7.7.2015, and also by issuing necessary admission slip for participation at the time of opening of the tender on the dates mentioned therein to the bar attached shops at Thiruvallur West District.

By consent, the writ petition itself is taken up for final disposal.
2.The grievance expressed by the petitioner, is that though the respondent has issued a notification in Se.Ma.Tho.E/3112/ Oppanthapulli/2015 dated 7.7.2015, calling for tender bids for the bar attached to the TASMAC Shops to collect used bottles and to sell eatables, attempts made by the petitioner to get the application form so as to participate in the tender, became futile and hence, he came forward to file this writ petition.
3.Mr.L.Chandrakumar, learned Counsel appearing for the petitioner, has drawn the attention of this Court to the common order dated 20.7.2012, made in W.P.No.19013 of 2012 batch etc., and would submit that repeatedly, the intending bidders are facing difficulty https://hcservices.ecourts.gov.in/hcservices/
in getting application forms for participating in the tender from the respondent and appropriate orders may be passed by directing the respondent to issue the tender form to the petitioner so as to enable him to participate in the tender process.
4.The Court heard the submissions of Mr.S.Muthuraj, learned Standing Counsel, who accepted notice on behalf of the respondent, also and he would submit that as and when the petitioner approaches the respondent, the tender form, in connection with the notification dated 7.7.2015, will be supplied to him on payment of necessary charges.
5.This Court, in the light of the above facts and circumstances, directs the respondent to issue the tender form in connection with the Notification in Se.Ma.Tho.E/3112/ Oppanthapulli/2015 dated 7.7.2015, to the petitioner on receipt of necessary fees, forthwith, so as to enable him to participate in the tender process at the time of opening of the bid on 27.7.2015. The writ petition is disposed of accordingly. No costs. Consequently, connected miscellaneous petition is closed.
