By consent, this Writ Petition is taken up for final disposal at the admission stage itself.

2. This writ petition has been filed seeking a direction to the 2nd respondent to pass orders on the proposal of the 3rd respondent in Letter No.E2/388/2014 dated 09.04.2014 for promotion to the post of Plumber.

3. The petitioner has been serving as Helper in the respondents' Department for the past 14 years. The 3rd respondent has recommended the petitioner for promotion to the post of Plumber in his Letter No.E2/388/2014 dated 09.04.2014.

4. In view of the narrow prayer made, this Writ Petition is disposed of directing the 2nd respondent to pass orders on the proposal of the 3rd respondent in Letter No.E2/388/2014 dated 09.04.2014, on merits and in accordance with law, within a period of eight weeks from the date of receipt of a copy of this order, in the light of G.O.Ms.No.12 Public Works (C2) Department dated 20.01.2009. No costs.
