the 3rd respondent is a tenant who had obtained the said service connection fraudulently by suppressing the fact with regard to pendency of RCOP proceedings in respect of the tenanted portion from the 1st and 2nd respondents as the said act of 3rd respondent is highly illegal and without proper records and documents.
