ORDER
The petitioner, having joined the police service as Grade II Constable on 1.4.86, got promotion as Grade I Police Constable on 1.4.97. Again he was given promotion as Head Constable on 1.4.2002. In the meanwhile, when he was serving in the Special Task Force in the operation against the forest bandit Veerappan (late) during the period from 1.4.93 to 9.9.95, after the said forest bandit was eliminated, the Government took a policy decision to give accelerated promotion to all those members of the Special Task Force and in the said scheme, all the members of the Special Task Force involved in the operation against the said forest bandit, were granted accelerated promotion and other cash rewards. But the petitioner was given only the medal alone.
Therefore, for the reason that his name was
inadvertently omitted from the said list, he gave a representation on 14.4.2006 for grant of accelerated promotion and cash reward as were given to similarly placed persons. However, his representation dated 14.4.2006 was ignored. Hence he came to this Court with W.P.No.28736 of 2007 seeking a mandamus to consider his representation in the light of G.O.Ms.No.153 dated 26.2.2006. This Court, by order dated 30.8.2007, directed the respondents to consider his case in the light of the aforementioned Government Order. But, however, the Director General of Police rejected his request, on 10.10.2007. Thereafter, some of the officers affected by the rejection order came to this Court with W.P.Nos.2397 of 2008 etc., and this Court, by order dated 20.3.
2014, while quashing the rejection order, directed the respondents to extend the benefit of accelerated promotion and cash reward to all the deserving personnel in the Special Task Force. As against that, when appeals were filed by the State, the same were also rejected by order dated 2.7.2015.In the light of the above, the petitioner gave his representation and the Superintendent of Police, Special Task Force, Erode, accepting the case of the petitioner, has made it clear that the name of the petitioner was inadvertently omitted in the list while making the recommendation to the Government along with others. Therefore, the petitioner has once again given his representation on 2.3.2017 to the respondents to consider his case. As the said representation has not been considered, he is before this Court.
2. In the light of the above, this Court, putting on notice the learned Special Government Pleader for the respondents that the limited prayer of the petitioner for consideration of his representation should be taken up by the respondents, hereby directs the respondents to consider the pending representation of the petitioner and pass appropriate orders within a period of ten weeks from the date of receipt of a copy of this order. The writ petition is disposed of accordingly. No costs. Sd/- Deputy Registrar /true copy/ Sub Asst. Registrar ss To
