JUDGMENT

(Delivered by the Hon'ble Chief Justice) The only reason why the appellant, a non-party in contempt proceedings, has come up in this appeal is on account of paragraph (11) of the impugned order dated 27.7.2012, which is a composite order in the writ petitions and the contempt petition. The plea of the appellant that there is a bar of limitation in the contempt proceedings has been rejected, but then the proceedings were never directed against the appellant. The authorities concerned have given an undertaking to the Court of their own volition, which has been accepted by the Court and the contempt petition was closed.

2. We, thus, see no reason for the appellant to approach this Court in appeal and if any proceedings are initiated by the authorities concerned against the appellant, the appellant is always entitled to defend the same in accordance with law.
