Today when the matter came up for hearing, learned counsel for the petitioner submitted proof of service.

It is seen that respondents 2 and 8 have received the private notice.

Respondent 3 and 5 have refused the private notice and the service is treated as complete.

In respect of other respondents, from the internet postal tracking, it is seen that the letter was not received as "door locked" and the intimation is also delivered. In that view of the matter, service is treated as complete.

On a perusal of the affidavit filed in support of the application, I am satisfied with the reason mentioned therein.

Therefore, the delay is condoned.
