2. In view of the above, the petitioner is permitted to take fresh notice to the respondents through substituted service by way of paper publication in any one of the Tamil daily in local edition at Tamil Nadu on or before 20.04.2025 by indicating the hearing date on 25.04.2025.

3. Post the matter on 25.04.2025 for filing proof of service.
