2.The second respondent has filed its affidavit stating that proportional reservation can only be at the time of entry on recruitment and it is not possible that in every category of post at every point of time the ratio of reservation percentage is maintained constantly. As far as shortfall and backlog is concerned, it is stated that the matter is under consideration before the appropriate Committee.
